How digipanels help the municipalities of Hillegom, Lisse, and Teylingen

The municipalities of Hillegom, Lisse, and Teylingen have been working together since 2017 under the name "HLT Samen" and jointly serve more than 82,000 residents. In order to better tailor their services to the wishes and needs of these residents, each municipality has set up its own digital panel.

These digital panels form a valuable and structural platform, in which residents consciously sign up to give their opinion on a variety of topics. The insights gained from this support HLT Samen in making well-considered decisions, shaping policy, developing new services, and improving communication with residents.

In addition, the digital panels contribute to greater involvement of residents and other stakeholders. This helps to create support for change and increase satisfaction among the residents of Hillegom, Lisse, and Teylingen.

Our approach

Residents of the municipalities could register for the digital panel via the relevant panel website. The members formed an engaged group that could be used to conduct research in an accessible manner. At the start of each study, panel members received an invitation email in the municipality's house style. This email contained a link to the questionnaire, allowing panel members to participate in the study with a single click.

For the municipalities of Hillegom, Lisse & Teylingen, this meant a real community of residents that was always within reach, enabling them to conduct research in many areas with short turnaround times.

We took care of all panel management. This included keeping panel data up to date, recruiting new members, communicating with panel members, and setting up and conducting surveys. This approach gave the municipalities continuous access to valuable insights, enabling them to better tailor their policies and services to the wishes of residents.

Results

After each survey, the municipalities receive a clear report with the most important insights, supplemented with detailed tables and all open answers. The results are also shared on the panel website, so that interested panel members can receive feedback. This continuous dialogue with residents enables municipalities to better align their plans and choices with what is important to society. This not only leads to better decision-making, but also to greater involvement and support among residents and other stakeholders.
